4 ILLINOIS BUSINESS LEADER n SUPPORT economic development tools that grow Illinois, including extending the R&D tax credit, modernizing the EDGE tax credit, and supporting new, growing industries—promoting economic opportunity and access n SUPPORT workers where they are: working with our partners in the labor community to expand Illinois’ tax credit portfolio to focus on workforce development, bolster employer childcare support options, and employer-sponsored benefits n SUPPORT narrow, modern, and reasonable updates to the Biometric Information Privacy Act (BIPA) law by allowing security-purpose exemptions and technical changes to support innovation (HB 2838) n SUPPORT an “all-of-the-above” approach to clean energy goals by helping the private sector continue to have access to critical affordable, reliable, safe, clean, and sustainable energy sources and employ clean energy solutions n SUPPORT reasonable environmental justice policies that create uniform rules and regulations to enhance compliance by the regulated industries (SB 1686) n SUPPORT reasonable modifications to the State’s Paid Leave for All Workers Act that allows businesses, especially small businesses, better comply with the law (HB 3531) STATE LEGISLATIVE AGENDA 2025 The Illinois Chamber of Commerce represents over 3,000 member companies from across the state—representing employers of every size, sector, and industry. Today, Illinois businesses benefit greatly from the State’s tremendous assets: Illinois’ place as a national transportation hub, a strong talent pipeline, a world-class higher education system, and a growing center of tech development and innovation. However, businesses continue to be impacted by rising costs of goods, lingering impacts of inflation, workforce shortages, and burdensome mandates.
