The city of Elgin created the Fire Sprinkler Assistance 
for Residential Conversions Grant Program to 
incentivize property owners to convert vacant or 
underutilized upper fl oors of downtown buildings 
into code-compliant residential units.
The grant program funds the installation of new 
fi re sprinkler systems or code-required improvements 
or upgrades to existing systems for upper fl oor 
residential unit conversions in existing buildings.
City offi cials view the grant program as an 
opportunity to create more safe and affordable 
places for people to live in downtown Elgin, thereby 
generating added foot traffi c to its restaurants and 
shops as well. 
The grant program is funded by the Central Area 
Tax Increment Financing (TIF) District, which expires 
at the end of 2025, however, the city is currently 
pursuing an extension. Information can be found at

Congratulations to the city of Elgin on this grant 
program, which will protect residents and fi refi ghters, 
while also investing in the redevelopment of the city’s 
downtown area.
